KSOT Structure/Area Legal Basis
The Government has issued the Regulation of the Minister of Energy and Mineral Resources (Permen ESDM) No. 14 of 2025 concerning Cooperation of Working Area Parts Management to Increase Oil and Gas Production on 10 June 2025. This regulation was subsequently followed by SKK Migas Technical Policy (PTK) No. 23 of 2025, issued on 30 June 2025, which provides more detailed provisions to implement the said regulation.
These regulations stipulate four forms of cooperation:
- Operations and/or Technology Cooperation;
- Oil Well Production Cooperation with Regional-Owned Enterprises (“BUMD”), Koperasi, and Micro, Small, and Medium Enterprises (“UMKM”);
- Cooperation for oil mining operations in old wells;
- Other forms of cooperation carried out by Production Sharing Contract Contractors with Partners on a business-to-business basis, subject to approval from SKK Migas.
As part of the implementation of Minister of Energy and Mineral Resources Regulation No. 14 of 2025, Pertamina Hulu Energi (PHE) has opened opportunities for Cooperation of Working Area Parts in the Management of Idle Structures and Undeveloped Discovery Structures. In governing such cooperation, PHE consistently refers to the aforementioned regulation and the applicable SKK Migas PTK. Should there be aspects that are not specifically regulated therein, further provisions shall be detailed in PHE’s internal guidelines and/or the relevant agreements.
