PHR Restructuring Ensures Top Performance for Sumatra Region

Jakarta, 13 January 2025 – In one of the largest transition processes witnessed in Indonesia’s upstream oil and gas sector, Pertamina Hulu Rokan (PHR) Regional 1 Sumatra has completed its organisational restructuring at the start of 2025. The full integration of Regional 1 with the Rokan Working Area (WK Rokan) reinforces PHR’s commitment to excellence in safeguarding national energy security.
The restructuring, which officially took effect in January 2025, involved merging Zona 1, WK Rokan, and Zona 4 into the Regional 1 framework. This strategic integration is designed to enhance PHR’s performance in oil and gas production, ensuring that domestic energy needs are met efficiently.
Sanon RA Sitanggang, Vice President of Human Capital for PHR Regional 1 Sumatra, emphasised that the restructuring process was essential yet seamlessly implemented, without disrupting any operational activities.
"This new organisation marks a moment of consolidation for PHR, enabling us to continuously enhance corporate performance and maintain a stable energy supply for the nation”, brief Sitanggang. PHR Regional 1 Sumatra is a leading contributor to Indonesia’s national oil production. In 2024, the region accounted for 27% of the country's output, achieving oil production levels of 202.24 thousand barrels per day (MBOPD) equivalent to 36% of the total gas production of 826.16million standard cubic feet per day (MMSCFD), representing 29% of SubHolding Upstream (SHU) production.
The integration was executed using a bottom-up approach that involved key stakeholders such as the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), Pertamina’s Subholding Upstream and Pertamina (Persero). Sanon added, "This new structure is the beginning of PHR's journey as a more productive and efficient organisation. It also positions us to continuously adapt to new challenges and evolving industry realities."
The restructuring has also improved the management of upstream oil and gas assets across Sumatra - from its northern to its southern regions. As Indonesia’s largest upstream contributor, PHR is expected to prioritise energy resilience and sustainability in line with the government’s Energy Self-Sufficiency program.
About PHR WK ROKAN
PT Pertamina Hulu Rokan (PHR) is a subsidiary of Pertamina, responsible for upstream oil and gas operations under the Upstream Subholding, PT Pertamina Hulu Energi (PHE). Established on 20 December 2018, PHR was entrusted by the Indonesian government to manage the Rokan Working Area (WK Rokan) from 9 August 2021. The transition from the previous operator was executed safely, smoothly, and reliably, with PHR set to manage WK Rokan for 20 years from 9 August 2021 to 8 August 2041.
The WK Rokan operational area spans approximately 6,200km² across seven regencies and cities in Riau Province. It comprises 80 active fields, 11,300 wells, and 35 gathering stations, producing one-quarter of the nation’s crude oil or one-third of Pertamina’s total production. In addition to oil and gas production, PHR is actively involved in corporate social and environmental responsibility initiatives that focus on education, healthcare, community development, and sustainability.
