Pada Tahun 2023 realisasi TKDN PHE Subholding Upstream mencapai 60,19% terdiri dari TKDN barang dan jasa; lebih tinggi dari target Pemerintah sebesar 58%. PHE Subholding Upstream telah berkontribusi dalam pemenuhan capaian TKDN yang ditargetkan oleh pemerintah dan hal ini memberikan dampak positif terhadap peningkatan kapasitas nasional dan multiplier effect bagi pemberdayaan produksi barang dan jasa dalam negeri.Fungsi rantai pasok bersama dengan fungsi HSSE PHE Subholding Upstream melaksanakan implementasi dan monitoring Tahapan Penilaian Kualifikasi Contractor Safety Management System(CSMS) yang merupakan tahapan untuk menentukan kualifikasi Mitra Kerja terhadap pengelolaan aspek HSSE. Mitra Kerja yang akan mengikuti proses tender harus memiliki kemampuan/sistem untuk mengelola risiko pekerjaan yang akan dikontrakkan. Sistem manajemen yang diatur dalam CSMS meliputi keamanan dan keselamatan personil, pencegahan pencemaran lingkungan hidup, pemahaman lingkungan berisiko tinggi, asset integrity, keselamatan pengoperasian alat, manajemen insiden, dan termasuk dampak sosial/ citra perusahaan. Dengan demikian, kriteria CSMS yang telah diterapkan oleh Perusahaan telah mencakup kriteria dari aspek lingkungan dan sosial. PHE Subholding Upstream is committed to increasing the level of domestic content (TKDN), by implementing TKDN from the planning stage, procurement process, until the contract ends. In 2023, the realization of TKDN of PHE Subholding Upstream reached 60.19%, consisting of TKDN of goods and services; higher than the Government's target of 58%. PHE Subholding Upstream has contributed to the fulfillment of TKDN achievements targeted by the government and this has a positive impact on increasing national capacity and has a multiplier effect for empowering domestic production of goods and services.The supply chain function together with the HSSE function of PHE Subholding Upstream carries out the implementation and monitoring of the Contractor Safety Management System (CSMS) Qualification Assessment Stages which are stages to determine the qualifications of Partners for HSSE aspect management. Partners intending to participate in the tender process must possess the ability/system to manage the risks of the work to be contracted. The management system regulated in CSMS includes security and safety of personnel, prevention of environmental pollution, understanding of high-risk environments, asset integrity, safety of equipment operation, incident management, and it includes social impacts / corporate image.
