Pada saat melakukan reviu kajian risiko usulan investasi organik, anorganik & divestasi, fungsi project risk management memberikan Project Risk Rating dari usulan proyek tersebut, di mana Project Risk Ratingtersebut menggunakan parameter risk register, capex, dan potential loss.b. Monitoring Proyek Tahap EksekusiMonitoring proyek tahap eksekusi dilakukan sebagai upaya meningkatkan efektivitas pengelolaan dan monitoring risiko proyek di Subholding Upstream. Kegiatan monitoring proyek tahap eksekusi dimulai sejak usulan proyek mendapatkan FID approval sampai dengan project closing.Monitoring risiko proyek dilakukan terhadap seluruh proyek yang sudah mendapatkan persetujuan FID, termasuk didalamnya merupakan proyek prioritas Holding dan Subholding Upstream, dengan kriteria penetapan proyek prioritas sebagai berikut :i. Besaran Capexii. Besaran kontribusi produksiiii. Integrity dan realibility dari fasilitas produksiiv. Start up pada tahun berjalan untuk sumur pemboran dan fasilitas produksi.v. Proyek prioritas berdasarkan penetapan dari ESDM/SKK Migas/Manajemen Persero dan Subholding Upstream.Pengelolaan Portfolio Risk, Contractual & Counterparty Risk dan Emerging Risk Selain pengelolaan risiko eksisting seperti on going business risk dan project risk, manajemen risiko PHE juga telah mengembangkan pengelolaan emerging risk, contractual risk dan counterparty risk dengan penjelasan sebagai berikut: a. Portfolio RiskSecara definisi risiko portofolio dimaksudkan untuk pengelolaan risiko proyek, program kerja, serta portofolio anak perusahaan dan operasional yang dikelola di lingkungan PHE Subholding Upstream untuk mencapai target strategis (strategic obective) yaitu mendapatkan return dengan pengelolaan porfolio pada level yang optimal. Pengelolaan risiko Portofolio fokus pada 2 fokus, yaitu :1. Portofolio Aset dilakukan berdasarkan pemetaan terhadap risk level asset dan tingkat return asset berupa nilai valuasi keekonomian aset (NPV) atau terhadap cadangan (2P + 2C). Hasil pemetaan portfolio assetkemudian dibagi menjadi 4 cluster utama yang memiliki strategi tindak lanjutnya masing-masing.2. Portofolio Proyek dilakukan dilakukan berdasarkan pemetaan terhadap risk level proyek dan tingkat return proyek berupa nilai valuasi keekonomian proyek (NPV) atau terhadap besaran nilai investasi (CAPEX). Hasil pemetaan portofolio proyek menggambarkan risk level status (Positif, Stable ataupun Negatif) dari masingmasing proyek.When conducting a risk assessment review of organic, inorganic and divestment investment proposals, the project risk management function provides a Project Risk Rating for the proposed project, where the Project Risk Rating uses the parameters of risk register, capex and potential loss.b. Monitoring Project Execution PhaseMonitoring The execution stage project is conducted as an effort to improve the effectiveness of project risk management and monitoring in the Upstream Subholding. Monitoring activities for the execution stage project begin when the project proposal receives FID approval until project closing.Monitoring Project risk is conducted on all projects that have received FID approval, including priority projects for holding and upstream subholdings, with the following criteria for determining priority projects:i. Capex Amountii. Amount of production contributioniii. Integrityand reliability of production facilitiesiv. Start upin the current year for drilling wells and production facilities.v. Priority projects based on determination from ESDM/SKK Migas/Persero Management and Upstream Subholding .Portfolio Risk Management, Contractual & Counterparty Risk and Emerging RiskIn addition to managing existing risks such as ongoing business risk and project risk, PHE risk management has also developed management of emerging risks, contractual risks and counterparty risks with the following explanation:a. Portfolio RiskBy definition, portfolio risk is intended for managing project risks, work programs, and subsidiary and operational portfolios managed within the PHE Subholding Upstream environment to achieve strategic objectives, is obtaining returns by managing portfolios at an optimal level.Portfolio risk management focuses on 2 areas, as follows:1. Asset Portfolio is done based on mapping of risk level assets and return levels of assets in the form of asset economic valuation value (NPV) or reserves (2P + 2C). The results of the asset portfolio mapping are then divided into 4 main clusters that have their own followup strategies.2. Project Portfolio is done based on mapping of project risk level and project return level in the form of project economic valuation value (NPV) or investment value (CAPEX).
