                                    Tahun 2023, PHE Subholding Upstream mencatat Total Recordable Incident Rate (TRIR) tercatat sebesar 0,14 dengan toleransi yang telah ditetapkan Perusahaan sebesar 0,19 (semakin rendah capaian semakin baik) dengan jumlah jam kerja 333,65 juta. Seluruh Regional dan AP telah berupaya untuk menerapkan K3 dengan optimal untuk mencapai operational excellence. Selanjutnya ESG Rating PHE tahun 2023 mengalami peningkatan yang pesat menjadi 21,5 dengan kategori risiko medium dari rating sebelumnya 30,5 yang tergolong %u201cHigh Risk%u201d.Kendala, Tantangan, dan SolusinyaPencapaian besar PHE pada 2023 tidak lepas dari beberapa kendala selama operasi. Kami berupaya menyelesaikan kendala yang diakibatkan oleh banyaknya fasilitas atas permukaan (surface) maupun bawah permukaan (subsurface) yang telah lama digunakan sehingga dilakukan penyegaran kembali atas aset-aset tersebut untuk mendukung kinerja operasi seperti halnya melakukan pekerjaan pemeliharaan sumur, meliputi kerja ulang pindah lapisan (KUPL/workover), perawatan sumur (well services), serta EOR dan IOR untuk mengoptimalkan tingkat produksi. Beberapa tantangan teknis dan non teknis ini juga terlihat terutama pada aspek pengeboran seperti halnya RIG Reliability Issue, kendala cuaca seperti kebanjiran, kendala perijinan (IPPKH, AMDAL, UKL/UPL dan sebagainya), ketersediaan Rig (baik land RIG maupun Jack-Up RIG), ketersediaan material OCTG (Casing, Tubing, Packer, dan sebagainya), kendala pembebasan lahan, serta ke-ekonomian sumur.Usaha perbaikan terhadap hal tersebut juga telah dilakukan seperti pengetatan program RIG Acceptance & QAQC, perbaikan perencanaan jadwal pengeboran terutama untuk daerah rawan banjir, melakukan kerjasama dengan PDSI untuk penyediaan JackUp RIG untuk memastikan ketersediaan RIG khususnya untuk area kerja lepas pantai, melakukan koordinasi terintegrasi melalui forum DPMO (Drilling Project Management Office) untuk memastikan pencapaian sumur-sumur pengeboran, serta koordinasi secara berkala antara fungsi terkait dan stakeholder untuk efektivitas proses perolehan persetujuan lingkungan dalam hal kebutuhan data substansi penyusunan dokumen kajian lingkungan serta monitoring berkala proses pengajuan persetujuan lingkungan.Salah satu kendala terkait dengan keselamatan kerja dimana sepanjang tahun 2023 terdapat kejadian fatality. Upaya yang dilakukan yaitu dengan pembentukan program transformasi keselamatan operasi berfokus kepada 4 (empat) hal yaitu CLSR, implementasi Contractor Safety Management System (CSMS), Culture & Organization, dan Rewards & Consequences, dengan merujuk kepada Surat Perintah Direktur Utama No. Print-023/PHE00000/2023-S8 tentang Tim Transformasi Keselamatan Operasi Subholding Upstream. In 2023, PHE Subholding Upstream recorded a Total Recordable Incident Rate (TRIR) of 0.14, with the Company%u2019s established tolerance set at 0.19 (lower achievement indicating better performance), based on a total working hours of 333.65 million. All Regionals and APs have strived to implement K3 optimally to achieve operational excellence. Furthermore, PHE%u2019s ESG Rating in 2023 has increased rapidly to 21.5 with a medium risk category from the previous rating of 30.5 classified as %u201cHigh Risk%u201d.Obstacles, Challenges, and SolutionsWhile PHE has had major achievements in 2023, it also faced several obstacles in its operations. We have been making concerted efforts to overcome such obstacles caused by the great number of surface and sub-surface facilities which have been used over a long period of time, hence we have refreshed such assets to support operating performance, among other things well maintenance work, including rework of moving layers (KUPL/workover), well services (well services), as well as EOR and IOR to optimize the level of production. Some technical and non-technical challenges have also emerged particularly in drilling aspects such as RIG Reliability Issues, weather constraints such as flooding, licensing constraints (IPPKH, AMDAL, UKL/UPL and so on), Rig availability (both land RIG and Jack-Up RIG), availability of OCTG material (Casing, Tubing, Packer, and the like), land acquisition constraints, and well economics. Endeavours have also been made for improvement such as tightening the RIG Acceptance & QAQC program, improving drilling schedule planning, especially for flood-prone areas, collaborating with PDSI for the provision of Jack-Up RIG to ensure the availability of RIG, especially for offshore work areas, and conducting integrated coordination through the DPMO (Drilling Project Management Office) forum to ensure the achievement of drilling wells, Additionally, periodic coordination among relevant functions and stakeholders has been conducted to ensure the effectiveness of the environmental approval acquisition process concerning the need for substantive data for environmental assessment document preparation and regular monitoring of the environmental approval submission process.One of the challenges related to occupational safety in 2023 involved instances of fatalities. The operational safety transformation program has been focusing on 4 (four) main areas, namely as follows: CLSR, implementation of the Contractor Safety Management System (CSMS), Culture & Organization, and Rewards & Consequences, referring to Order of the President Director No. Print-023/PHE00000/2023-S8 regarding the Subholding Upstream Operation Safety Transformation Team.
