Peranan Direksi dalam Perumusan Strategi dan Proses Implementasi StrategiStrategi dan kebijakan strategis Perusahaan dirumuskan dalam rencana kerja dan anggaran yang disusun oleh Direksi dan disetujui oleh Dewan Komisaris dalam Rapat Gabungan antara Dewan Komisaris dan Direksi, untuk kemudian disahkan bersamasama dengan pemegang saham. Proses penyusunan strategi dan kebijakan strategis Perusahaan dituangkan dalam bentuk Rencana Kerja dan Anggaran Perusahaan (RKAP) yang menjadi acuan target-target Perusahaan, untuk kemudian dituangkan dalam bentuk Key Performance Indicator (KPI).Direksi bersama seluruh jajaran manajemen, melalui masukan dari Dewan Komisaris, terus melakukan pemantauan berkala terhadap strategi dan kebijakan Perusahaan serta implementasinya di seluruh level organisasi. Hal ini dilakukan untuk memastikan bahwa strategi dan kebijakan Perusahaan relevan dengan perkembangan bisnis dan penerapannya telah berjalan sesuai dengan tujuan dan target Perusahaan. Direksi berperan aktif untuk memastikan bahwa seluruh level organisasi memahami serta menerapkan strategi Perusahaan secara konsisten pada masing-masing unit. Untuk itu, Direksi terlibat langsung dalam pengawasan implementasi strategi serta memastikan bahwa seluruh bagian organisasi memperoleh kesempatan yang sama dalam menyampaikan ide-ide dan inovasi yang dapat mendukung tercapainya tujuan Perusahaan.Pencapaian Target Tahun 2023Adanya sinergi di bawah Subholding Upstream telah memberikan nilai tambah untuk dapat meningkatkan daya saing melalui operation excellence khususnya dalam bisnis hulu migas. Saat ini kontribusi produksi PHE adalah 68% dari produksi minyak nasional dan 33% dari produksi gas nasional. Kinerja akumulasi produksi minyak dan gas bumi tahun 2023 mencapai 1.044 MBOEPD, atau 97% dari RKAP. Jumlah tersebut terdiri atas total produksi minyak sebesar 566 MBOEPD, atau 95% dari RKAP; dan total produksi gas bumi 2.766 MMSCFD, atau 100% dari RKAP.Realisasi lifting migas di 2023 mencapai 905 MBOEPD, atau 99% dari RKAP sebesar 917 MBOEPD. Jumlah tersebut terdiri dari realisasi total lifting minyak mencapai 566 MBOPD, atau 96% dari RKAP sebesar 590 MBOPD; sementara total lifting gas bumi mencapai 1.965 MMSCFD, atau 104% dari RKAP sebesar 1.891 MMSCFD.Capaian tersebut tidak lepas dari kinerja pemboran, workover, dan well service yang dilakukan untuk mengoptimalkan produksi, dan meminimalkan penurunan alamiah produksi. Pada kinerja eksploitasi dan eksplorasi, Perusahaan telah melakukan pemboran sebanyak 819 sumur, atau 84% dari RKAP. Realisasi penambahan The Board of Directors%u2019 Role in the Formulation of Strategy and the Process of Strategy ImplementationThe Company%u2019s strategies and policies are formulated in the work plan and budget prepared by the Board of Directors and approved by the Board of Commissioners in a Joint Meeting between the Board of Commissioners and the Board of Directors, to be ratified together with shareholders. The process of formulating the Company%u2019s strategies and policies is outlined in the form of a Corporate Work Plan and Budget (RKAP) which serves as reference for the Company%u2019s targets, subsequently outlined in the form of Key Performance Indicators (KPI).The Board of Directors together with all levels of management, based on input from the Board of Commissioners, continues to conduct regular monitoring of the Company%u2019s strategies and policies and their implementation at all levels of the organization. This is done to ensure that the Company%u2019s strategies and policies are relevant to its business development and that they are implemented in accordance with the Company%u2019s goals and targets. The Board of Directors plays an active role in ensuring that all levels of the organization understand and implement the Company%u2019s strategies consistently in each unit. For such purpose, the Board of Directors are directly involved in supervising the implementation of strategies and ensuring that all parts of the organization get equal opportunities to convey ideas and innovations that can support the achievement of the Company%u2019s goals.Achievement of 2023 TargetsThe synergy under Subholding Upstream has provided added value to the capacity to enhance competitiveness through Operation Excellence, particularly in the upstream oil and gas business. Currently, PHE%u2019s production contribution is 68% of national oil production and 33% of national gas production. The accumulated performance of oil and gas production in 2023 reached 1,044 MBOEPD, or 97% of the RKAP. This amounts to total oil production of 566 MBOEPD, or 95% of the RKAP; and total natural gas production of 2,766 MMSCFD, or 100% of the RKAP.The realization of oil and gas lifting in 2023 has reached 905 MBOEPD, or 99% of the RKAP of 917 MBOEPD. The amount consists of the realization of total oil lifting of 566 MBOPD, or 90% of the RKAP of 590 MBOPD; while total natural gas lifting reached 1,965 MMSCFD, or 104% of the RKAP of 1,891 MMSCFD.Such achievement has intrinsically linked to the performance of drilling, workover, and well service carried out to optimize production, and minimize the natural decline in production. In the context of its exploitation and exploration performance, the Company has drilled 819 wells, or 84% of the RKAP.
