Kami memberikan apresiasi pencapaian kinerja akumulasi produksi migas tahun 2023 yang tercatat sebesar 1.044 MBOEPD atau 97% dari RKAP. Jumlah tersebut terdiri atas total produksi minyak sebesar 566 MBOEPD, atau 95% dari RKAP; dan total produksi gas bumi 2.766 MMSCFD, atau 100% dari RKAP. Secara umum total produksi migas mencapai target yang ditetapkan. Kami menilai bahwa alih kelola Wilayah Kerja (WK) Rokan mencatatkan capaian yang baik dengan kontribusi jumlah produksi terbanyak dengan drilling program yang massive 2022-2023, kinerja operation excellence, serta optimasi biaya di seluruh lapisan telah mendukung capaian kinerja operasional pada tahun 2023. Selain itu, penyumbang jumlah produksi terbesar ke-2 dari lapangan West Qurna Irak dengan suksesnya peningkatan participating interest Perusahaan sebesar 10%. Upaya untuk menemukan sumber daya baru dan meningkatkan produksi, Perusahaan mengimplementasikan beberapa poin penting berikut: Managing Base, Optimasi Portofolio, Pencapaian World Class Company, Pemanfaatan Existing Assets, Ekspansi pada Blok Baru, dan Implementasi Fast Track Exploration (FTE).Kinerja operasional Perusahaan diimbangi dengan implementasi pengelolaan aspek lingkungan, sosial, dan tata kelola (LST) guna mencapai kinerja yang berkelanjutan. Dewan Komisaris memberikan apresiasi atas pengelolaan lingkungan yang telah dilaksanakan sepanjang 2023, yang dapat diukur dari pencapaian Program Penilaian Peringkat Kinerja Perusahaan Dalam Pengelolaan Lingkungan (PROPER) yang diselenggarakan oleh Kementerian Lingkungan Hidup dan Kehutanan. Perusahaan melalui WK yang dikelola Anak Perusahaan memperoleh 12 PROPER Emas, 19 PROPER Hijau dan 6 PROPER Biru.Dari sisi lingkungan, Perusahaan juga mendukung target Net Zero Emission (NZE) pemerintah pada tahun 2060. PHE memiliki strategi transisi energi melalui peningkatan pemanfaatan energi gas yang ramah lingkungan, program dekarbonisasi dan inovasi teknologi Carbon Capture Utilization & Storage (CCUS) dan Carbon Capture Storage (CCS). Penerapan CCS dan CCUS akan terus dikembangkan di kemudian hari. Dewan Komisaris berharap bahwa penerapan teknologi tersebut akan dapat meningkatkan produksi migas di samping mereduksi emisi GRK. Dari sisi sosial, Dewan Komisaris memberikan apresiasi atas manajemen ketenagakerjaan yang adil tanpa diskriminasi, serta menghormati Hak Asasi Manusia (HAM). Terkait penerapan prinsip ESG, Dewan Komisaris merasa puas bahwa Perusahaan berhasil meningkatkan ESG Rating tahun 2023. Dewan Komisaris menghimbau agar kinerja K3 tetap ditingkatkan. Meski demikian, kami memberi perhatian pada aspek keselamatan proses yang harus terus ditingkatkan karena masih terjadi insiden kebocoran minyak, meski dalam skala kecil di tahun 2023.We would like to express appreciation for the achievement of oil and gas production accumulation performance in 2023 which was recorded at 1,044 MBOEPD or 97% of the RKAP. This amounts to total oil production of 566 MBOEPD, or 95% of the RKAP; and total natural gas production of 2,766 MMSCFD, or 100% of the RKAP. In general, the total production of oil and gas has reached the set target. We assess that the transfer of management of the Rokan Block has achieved commendable performance with the highest contribution to production through a massive drilling program in 2022-2023, operational excellence, and cost optimization across all layers, which have supported operational performance achievements in 2023. Additionally, the second-largest contributor to production is the West Qurna field in Iraq, with the successful increase in the Company%u2019s participating interest by 10%. Efforts to discover new resources and increase production have been implemented through several key points: Managing Base, Portfolio Optimization, Achieving World Class Company status, Leveraging Existing Assets, Expansion to New Blocks, and Implementing Fast Track Exploration (FTE).The Company%u2019s operational performance has been balanced with the implementation of environmental, social, and governance (ESG) management aimed at achieving sustainable performance. The Board of Commissioners expresses appreciation for the environmental management implemented in 2023, which can be measured by the achievement of the Company Performance Rating Assessment Program in Environmental Management (PROPER) administered by the Ministry of Environment and Forestry. Through the Rokan Block managed by its Subsidiaries, the Company was awarded 12 Gold PROPER, 19 Green PROPER and 6 Blue PROPER awards.From the environmental aspect, the Company also supports the government%u2019s Net Zero Emission (NZE) target by 2060. PHE has an energy transition strategy in place through increased use of environmentally friendly gas energy, decarbonization programs and technological innovations in Carbon Capture Utilization & Storage (CCUS) as well as Carbon Capture Storage (CCS). The application of CCS and CCUS will continue to be developed in the future. The Board of Commissioners hopes that the application of this technology will be able to increase oil and gas production in addition to reducing GHG emissions. Viewed from the social aspect, the Board of Commissioners appreciates fair labor management without discrimination, and with respect for human rights. Regarding the implementation of ESG principles, the Board of Commissioners is happy to acknowledge that the Company has successfully increased its ESG Rating in 2023. The Board of Commissioners urges continued improvement of K3 performance.
