Hal tersebut tercermin antara lain dari Tingkat Kesehatan Perusahaan dan realisasi atas target RKAP tahun 2023. Tingkat Kesehatan Perusahaan untuk tahun 2023 berada pada levelinternational rating %u201cBBB Stable%u201d dari Fitch dan %u201cBaa2 Stable%u201d dari Moody%u2019s, yang termasuk dalam klasifikasi %u201cSehat%u201d di mana rating ini menunjukkan bahwa PHE tergolong dalam perusahaan tersehat di kalangan perusahaan dan anak perusahaan BUMN. Penilaian tersebut mengacu pada peraturan Menteri BUMN No. PER-2/MBU/03/2023-Bab IV Pasal 76 di mana hasil kredit rating menjadi salah satu aspek penilaian sebagai KPI Perusahaan yang ditetapkan Pemegang Saham. Selain itu aspek yang sangat baik menjadi pencapaian adalah score ESG rating Perusahaan selama tahun 2023 mencapai 21,5 yang meningkat signifikan dari periode sebelumnya yang bisa dilihat di situs web Sustainalytics.Pencapaian KPI Perusahaan 2023 ini yang menjadi penilaian atas kinerja Direksi karena merupakan target dalam Kontrak Manajemen dan RKAP tahun 2023. Indikator kinerja KPI Perusahaan di tahun 2023 mengalami perubahan sebagaimana yang ditetapkan oleh Pemegang Saham mengacu pada Surat Kementerian BUMN No. S-787/MBU/10/2021 tanggal 8 Oktober 2021 perihal Aspirasi Pemegang Saham untuk Penyusunan RKAP Tahun 2023. KPI Perusahaan 2023 dikelompokkan berdasarkan 6 (enam) perspektif, yakni pertama, Nilai Ekonomi dan Sosial untuk Indonesia; kedua, Inovasi Model Bisnis; ketiga, Kepemimpinan Teknologi; keempat, Peningkatan Investasi; kelima, Pengembangan Talenta dan, keenam, Aspek Kepatuhan. Penilaian Dewan Komisaris atas kinerja Direksi meliputi penilaian aspek kuantitatif maupun kualitatif terhadap realisasi KPI Perusahaan 2023 dan RKAP tahun 2023.KPI Perusahaan 2023 merupakan indikator kinerja utama yang menjadi target Perusahaan di tahun 2023, dari total 20 indikator KPI (termasuk boundary KPI), 15 indikator kinerja sudah mencapai target, 4 indikator hampir tercapai dan 1 indikator belum mencapai target. Indikator KPI Perusahaan 2023 yang mencapai target adalah Interest Bearing Debt to Invested Capital, Pencapaian Program ESG & Dekarbonisasi, Operating Cost per Unit, Peningkatan Cadangan 1P, Temuan Sumber Daya 2C (Contingent Resources), Produksi Gas, HSSE Excellence, Program Strategic Initiatives, Penggunaan Tingkat Komponen Dalam Negeri (TKDN), Implementasi Asset Integrity Management, Kepatuhan Implementasi GCG, Optimalisasi Pelaksanaan Sinergi Pertamina Group, Pengelolaan Risiko, Tindak Lanjut Rekomendasi Hasil Audit Internal & Eksternal. Dewan Komisaris menjalankan fungsi pengawasan sepanjang 2023 dan menilai bahwa Direksi telah mengelola PHE Subholding Upstream dengan baik, di tengah tantangan harga minyak yang tidak setinggi tahun 2022 dan integrasi yang lebih kompleks pasca restrukturisasi organisasi. Kami melihat bahwa PHE Subholding Upstream berhasil membangun sinergi dengan Anak Perusahaan hingga Perusahaan lebih agile, adaptif, dan fleksibel. The Board of Commissioners views that the Board of Directors%u2019 performance in managing the Company in 2023 was implemented in an appropriate and commendable manner. This is reflected in, among other things, the Company%u2019s Soundness Level and the realization of the RKAP target in 2023. The Company%u2019s Soundness Level in 2023 is at the international rating level of %u201cBBB Stable%u201d from Fitch and %u201cBaa2 Stable%u201d from Moody%u2019s, which is included in the %u201cSound%u201d category whereby according to such rating PHE is classified among the healthiest SOE companies and subsidiaries. The assessment refers to the regulation of the Minister of SOEs No. PER-2/MBU/03/2023-Chapter IV Article 76 providing that credit rating results are one aspect of the assessment as the Company%u2019s KPI determined by Shareholders. In addition, another important indicator of achievement is the Company%u2019s ESG rating score during 2023 which reached 21.5, a significant increase compared to the previous period, as evident from data available at the Sustainalytics website. The Board of Directors%u2019 performance is assessed based on the achievement of the Company%u2019s 2023 KPI because it is a target in the Management Contract and 2023 RKAP. The Company%u2019s 2023 KPI performance indicators have changed as determined by tje Shareholders referring to the letter of the Ministry of SOEs No. S-787/MBU/10/2021 dated October 8, 2021 regarding Shareholders%u2019 Aspirations for the Formulation of 2023 RKAP (the Company%u2019s Planand Budget). The Company%u2019s 2023 KPIs 2023 is prepared basedon 6 (six) perspectives, namely as follows: first, Economic andSocial Value for Indonesia; second, Business Model Innovation;third, Technology Leadership; fourth, Increased Investment; fifth,Talent Development and, sixth, Compliance Aspect. The Board ofCommissioners%u2019 assessment of the Board of Directors%u2019 performance includes assessment of quantitative and qualitative aspects of therealization of the Company%u2019s 2023 KPI and 2023 RKAP.The Company%u2019s 2023 KPI is the main performance indicator of the Company%u2019s target in 2023, out of a total of 20 KPI indicators (including boundary KPIs), 15 performance indicators have reached the target, 4 indicators are close to being achieved and 1 indicator is yet to achieve the target. The Company%u2019s 2023 KPI indicators which have achieved the target are as follows: Interest Bearing Debt to Invested Capital, ESG & Decarbonization Program Achievement, Operating Cost per Unit, Increase of P1 Reserves, 2C (Contingent Resources) Resource Findings, Gas Production, HSSE Excellence, Strategic Initiatives Program, Level of Domestic Component Use (TKDN), Asset Integrity Management Implementation, GCG Implementation Compliance, Optimization of Pertamina Group Synergy Implementation, Risk Management, Follow-up on Internal & External Audit Recommendations. The Board of Commissioners has implemented its supervisory function in 2023 and has considered that the Board of Directors have managed the PHE Subholding Upstream properly, amid the challenge of oil prices lower than those in 2022, and more complex integration after organizational restructuring.
