PENELITIAN DAN PENGEMBANGANRESEARCH AND DEVELOPMENTPertamina Hulu Energi dalam upaya mencapai target, selain dengan mengoptimalkan aset eksisting juga melakukan kegiatan investasi anorganik melalui akuisisi dengan tujuan meningkatkan pertumbuhan cadangan, produksi dan lifting migas, kegiatan divestasi dan kegiatan partnership secara agresif, selektif dan proaktif.Penjabaran strategi tersebut diwujudkan dalam 3 (tiga) strategi utama Fungsi UBD sebagai berikut:1. Strategi kegiatan akuisisi Dalam melakukan akuisisi, Pertamina Hulu Energi akan memperhatikan beberapa hal sebagai berikut:a. Fokus Area Strategi Merger & Acquisition (M&A) PHE akan fokus pada area berdasarkan footprint eksisting Pertamina: Indonesia, Southeast Asia dan Papua New Guinea, Irak, Algeria dan sekitar area Timur Tengah dan Afrika serta Peluang Strategis Global yang memberikan keunggulan ataupun nilai tambah.b. Peningkatan pendekatan Business-to-business (B2B) dan Government-to Government (G2G)Peningkatan hubungan B2B, G2G dan afiliasi juga merupakan strategi pengembangan bisnis hulu dan investasi anorganik, sehingga Fungsi UBD tidak hanya mendapatkan informasi peluang dari Investment Bank, namun juga akan lebih aktif dalam pendekatan B2B yang membutuhkan jaringan/forum bisnis atau business chamber serta dukungan pendekatan top leader. 2. Strategi kegiatan new venture/eksplorasi a. Eksplorasi domestik tetap menjadi fokus utama. b. Eksplorasi internasional akan fokus pada basin yang well proven, memiliki volume dan skala yang besar dengan keekonomian menarik. Selain kriteria teknis-ekonomi tersebut, kegiatan eksplorasi di luar negeri diutamakan dilakukan di negara-negara yang saat ini menjadi fokus area Pertamina.3. Strategi Penambahan Wilayah Kerja Domestik Untuk pengembangan usaha di wilayah Domestik, Pertamina memprioritaskan sebagai Operatorship. Penambahan Wilayah Kerja (WK) domestik dapat dibagi berdasarkan 2 cara, yaitu:a. Penambahan WK eksplorasi migas dapat dilakukan melalui proses direct proposal (Joint Study), regular tender, direct tender, dan pengajuan privilege Participating Interest (PI) 15% untuk WK baru. In an effort to achieve the target, in addition to optimizing existing assets, Pertamina Hulu Energi has also conducted inorganic investment activities through acquisitions with the aim of increasing reserve growth, oil and gas production and lifting, divestment activities and partnership activities aggressively, selectively and proactively.The elaboration of these strategies is manifested in 3 (three) main strategies of UBD Function as follows:1. Acquisition activity strategy. In conducting acquisitions, Pertamina Hulu Energi will pay attention to the following:a. Focus Area of Merger & Acquisition (M&A) StrategyPHE will focus on areas based on Pertamina%u2019s existing footprint: Indonesia, Southeast Asia and Papua New Guinea, Iraq, Algeria and in the Middle East and Africa area as well as Global Strategic Opportunities that provide advantages or added value.b. Improved Business-to-business (B2B) and Government-toGovernment (G2G) approaches Increasing B2B, G2G and affiliate relationships is also an upstream business development strategy and inorganic investment, hence the UBD function does not only get information on opportunities from Investment Banks, but it will also be more active in B2B approaches that require business networks/forums or business chambers and support from top leader approaches. 2. New venture/exploration activity strategy a. Domestic exploration remains a key focus. b. International exploration will focus on basins that are well proven, have large volume and scale with attractive economics. In addition to these technical-economic criteria, overseas exploration activities are prioritized in countries that are currently Pertamina%u2019s focus area.3. Strategy to Increase Domestic Working Area For business development in the domestic region, Pertamina sets its priorities as operatorship. Domestic Working Areas can be expanded in 2 ways, namely as follows:a. The addition of oil and gas exploration Working Areas can be done through the process of direct proposal (Joint Study), regular tender, direct tender, and submission of 15% Participating Interest (PI) privilege for new Working Areas.
