Pemegang Saham dan Pemangku Kepentingan yang Terhormat,Sebagai pelaku usaha pada sektor yang berperan dalam penyediaan energi nasional, PT Pertamina Hulu Energi menyadari sepenuhnya, bahwa kegiatan usaha yang dijalankan memiliki pengaruh yang besar terhadap pemenuhan kebutuhan energi nasional dan aspirasi Pemerintah Indonesia dalam mewujudkan ketahanan energi nasional. Untuk itu, izinkan saya mewakili jajaran Dewan Komisaris menyampaikan Laporan Tahunan Perusahaan tahun buku 2024, terutama dari sudut pandang Dewan Komisaris dalam menjalankan fungsi pengawasannya.Mengelola Tantangan untuk Mewujudkan Perekonomian Indonesia yang Tangguh dan Ketahanan Energi NasionalPerekonomian dunia sepanjang tahun 2024 menunjukkan stabilitasnya meskipun masih memperlihatkan kesan yang mengkhawatirkan. International Monetary Fund (IMF) dalam World Economic Outlook (WEO) memproyeksikan pertumbuhan perekonomian dunia pada tahun 2024 sebesar 3,2%, atau sama dengan tahun sebelumnya. Perekonomian negara maju mencatat pertumbuhan sebesar 1,8% atau hanya tumbuh dibandingkan dari tahun sebelumnya sebesar 1,7%; sedangkan negara berkembang mencatat penurunan dari 4,4% pada tahun 2023 menjadi 4,2% pada tahun 2024.Kondisi ini tak lepas dari berbagai kondisi atas produksi dan logistik komoditas, masih maraknya berbagai konflik dan ketidakpastian geopolitik dunia, serta peristiwa cuaca ekstrem dan perubahan iklim. Deflasi juga menjadi topik penting yang mewarnai perjalanan tahun 2024. Penyesuaian rantai pasokan yang cukup timpang pada periode 2022-2023 yang ditunjukkan dengan inflasi yang cukup tinggi menjadi penyebab utama terciptanya deflasi di berbagai negara.Indonesia sendiri masih menunjukkan perekonomian yang cukup baik di tengah perekonomian dunia yang masih bergejolak. Badan Pusat Statistik (BPS) merilis perekonomian Indonesia tahun 2024 mampu tumbuh 5,03%, sedikit melambat dibanding tahun 2023 sebesar 5,05% (c-to-c). Di sisi produksi, pertumbuhan tertinggi terjadi pada lapangan usaha Jasa Lainnya sebesar 9,80%, sementara Industri Pengolahan yang berperan dominan dengan kontribusi pada Produk Domestik Bruto (PDB) nasional mencapai 18,98% hanya tumbuh 4,43%.BPS juga mencatat pertumbuhan ekonomi Indonesia dari sisi pengeluaran terjadi pada semua komponen PDB Pengeluaran, dengan pertumbuhan tertinggi terjadi pada Pengeluaran Konsumsi Akhir Lembaga Non-Profit yang Melayani Rumah Tangga (PK-LNPRT) sebesar 12,48%; diikuti Pengeluaran Konsumsi Pemerintah (PK-P) sebesar 6,61%. Proses Pemilu serentak dipercaya menjadi faktor pertumbuhan pada sisi pengeluaran.Honorable Shareholders and Stakeholders,As a business actor in a sector that has a part in providing national energy, PT Pertamina Hulu Energi is fully aware that the business activities conducted have a major influence on meeting national energy needs and the aspirations of the Government of Indonesia in realizing national energy resilience. Therefore, please let me represent the Board of Commissioners in delivering the Annual Report of the Company for financial year 2024, especially from the perspective of the Board of Commissioners in performing its supervisory function.Managing Challenges to Realize a Resilient Indonesian Economy and National Energy ResilienceThe global economy throughout 2024 shows its stability, although it still shows a worrying impression. The International Monetary Fund (IMF) in the World Economic Outlook (WEO) projects global economic growth in 2024 at 3.2%, or the same as the previous year. The economies of advanced countries recorded growth of 1.8%, or only grew 1.7% compared to the previous year; while developing countries recorded a decline from 4.4% in 2023 to 4.2% in 2024.This condition is inseparable from various conditions of commodity production and logistics, the ongoing geopolitical conflicts and uncertainties in the world, as well as extreme weather events and climate change. Deflation also became an important topic that colored the journey of 2024. The adjustment of the supply chain which was quite unbalanced in the period of 2022-2023 indicated by quite high inflation became the main cause of deflation in various countries.Indonesia itself remains showing a fairly good economy amidst the volatile world economy. The Statistics Indonesia (BPS) released that the Indonesian economy in 2024 was able to grow by 5.03%, slightly slower than in 2023 at 5.05% (c-to-c). From the aspect of production, the highest growth occurred in the Other Services business sector at 9.80%, while the Manufacturing Industry, which plays a dominant role with a contribution to the national Gross Domestic Product (GDP) reaching 18.98% only grew by 4.43%.BPS also recorded that economic growth of Indonesia from the aspect of expenditure occurred in all components of GDP Expenditure, with the highest growth occurring in Final Consumption Expenditure of Non-Profit Institutions Serving Households (PK-LNPRT) at 12.48%; followed by Government Consumption Expenditure (PK-P) at 6.61%.
