Berdasarkan Undang-Undang No. 22 Tahun 2001, minyak dan gas bumi termasuk dalam sumber daya alam strategis tidak terbarukan yang dikuasai oleh negara, serta merupakan komoditas vital yang menguasai hajat hidup orang banyak. Sumber daya alam ini memiliki peranan penting dalam perekonomian nasional, sehingga pengelolaannya harus dilakukan dengan optimal dan mampu memberikan kemakmuran dan kesejahteraan pada rakyat. UndangUndang tersebut kemudian menjadi latar belakang perubahan PT Aroma Operations Servcie (AOS) di tahun 2002 menjadi PT Pertahulu Energy, yang selanjutnya berubah nama menjadi PT Pertamina Hulu Energi (PHE) di tahun 2007 hingga kini. PT Pertamina Hulu Energi (PHE) berfokus mengelola Wilayah Kerja Hulu Migas, yaitu eksplorasi dan produksi minyak dan gas bumi. Pada tanggal 16 Juni 2020, berdasarkan Surat Keputusan Direksi PT Pertamina (Persero) No. Kpts-19/C00000/2020-S0, PHE resmi ditetapkan sebagai Subholding Upstream.Subholding Pertamina memiliki peran dalam mendorong operational excellence, melalui pengembangan skala dan sinergi di setiap bisnisnya. Posisi subholding ini berada di bawah level perusahaan induk. PHE sebagai subholding upstream, memiliki power yang kuat untuk menjadikan perusahaan mampu mengatur bisnis ke dalam kelompok yang berbeda berdasarkan; sektor, geografi, dan jenis usahanya. Di akhir tahun 2024, perusahaan mengelola sebanyak 40 wilayah kerja domestik dan 25 wilayah kerja internasional yang tersebar di negara Kawasan Asia Tenggara, Afrika, Eropa, dan Timur Tengah. Pengelolaan ini berkaitan langsung dengan Entitas Anak Perusahaan Hulu (APH) yang bekerja sama dengannya.PT Pertamina Hulu Energi mengelola wilayah kerja tersebut secara regional dengan mempertimbangkan faktor-faktor seperti; geografi wilayah, kompleksitas operasional, dan volume produksinya. Subholding Upstream juga berfungsi sebagai perencana, pembuat aturan, dan validator. Selain itu, Subholding Upstream juga bertanggung jawab mengoptimalkan kinerja tiap perusahaan dengan meningkatkan keselamatan, serta produksi cadangan minyak dan gas.Selama tahun pelaporan, tidak ada perubahan signifikan terkait struktur organisasi, operasional, struktur pemegang saham, ataupun rantai pasokan PHE Subholding Upstream. These natural resources play an important role in the national economy, so their management must be performed optimally and be able to provide prosperity and welfare for the people. The law then became the background for the change of PT Aroma Operations Service (AOS) in 2002 to PT Pertahulu Energy, which then changed its name to PT Pertamina Hulu Energi (PHE) in 2007 until now. PT Pertamina Hulu Energi (PHE) focuses on managing the Upstream Oil and Gas Working Area, namely the exploration and production of oil and natural gas. On June 16, 2020, based on Resolution of Board of Directors of PT Pertamina (Persero) No. Kpts-19/C00000/2020-S0, PHE was officially designated as the Subholding Upstream.Pertamina Subholding has a role in driving operational excellence, through the development of scale and synergy in each of its businesses. The position of this subholding is below the parent company level. PT Pertamina Hulu Energi as the Subholding Upstream, has strong power to make the company able to organize businesses into different groups based on; sector, geography, and type of business. By the end of 2024, the company managed 40 domestic Work Areas and international Work Areas spread across Southeast Asia, Africa, Europe and the Middle East. This management is directly related to Upstream Subsidiary Entities (APH) that collaborates with it.PT Pertamina Hulu Energi manages the work areas regionally by considering factors such as; geography of the region, operational complexity, and production volume. The Subholding Upstream also functions as a planner, rule maker, and validator. In addition, the Subholding Upstream is also responsible for optimizing the performance of each company by improving safety, as well as the production of oil and gas reserves.During the reporting year, there were no significant changes related to the organizational structure, operations, shareholder structure, or supply chain of PHE Subholding Upstream.
