Pemerintah Indonesia menyadari, minyak dan gas bumi (migas) telah menjadi salah satu energi utama yang dibutuhkan dalam kegiatan perekonomian sehari-hari. Di sisi lain, Pemerintah Indonesia juga menyadari bahwa sektor migas tengah menghadapi tantangan besar akibat dampak pandemi COVID-19 serta krisis geopolitik dunia. Selain itu, dunia juga tengah berfokus terhadap perubahan iklim yang disikapi dengan isu transisi energi.Meski demikian, dengan target produksi minyak bumi sebanyak 1 juta BOPD pada tahun 2030, Pemerintah Indonesia berupaya untuk terus mendorong kinerja hulu migas untuk dapat memenuhi target yang diharapkan. Hingga akhir tahun 2023, produksi minyak nasional mencapai 605,5 MBOPD, menurun dari tahun sebelumnya sebanyak 612,3 MBOPD.The Indonesian government has realized that oil and gas (oil and gas) has become one of the main energies needed in daily economic activities.
